The register is paginated in a continuous series. It may be kept in a card index format.
For the vote of Swiss citizens abroad, a register is maintained by each municipality. This register is computerized and harmonized throughout the entire Canton. The State Chancellery has access to it.
The Cantonal Procurement Office provides the municipalities with the appropriate materials, against reimbursement of costs.
The electoral register is maintained by the official designated by the municipal regulations, under the responsibility of the municipal council.
The electoral register is public.
As soon as they have obtained voter status, citizens are automatically registered on the roll.
Inscriptions and deletions in the register may be conducted at any time, except on the day before after 6 p.m. and on the day of a vote, an election, or a municipal assembly.
The Registrar in charge of keeping the register automatically enters all residents of the municipality qualified to vote when he/she officially becomes aware of their right to vote. He/she similarly removes any registered citizen when officially informed of an event resulting in the loss of voting rights (death, placement under general guardianship, protection through a mandate due to incapacity, departure from the municipality, etc.).
The Registrar proceeds with the registration as soon as the necessary information has been officially provided.
The registration of citizens in the electoral register takes into account the date of their arrival in the municipality.
The application for registration must be made by the interested citizen or an agent of the latter.
As soon as the validity of the application is established or if it is evident, the officer responsible for maintaining the register proceeds without delay with the registration. If the officer refuses to do so, their decision can be challenged within ten days before the municipal council. The council shall decide without delay.
The foreigner who is not registered and believes that they should be, may request the officer to complete the register.
The officer's decision can be appealed within ten days to the municipal council. The council shall decide without delay.
For the rest, the provisions of this ordinance apply.
When the registry officer has doubts about the voting rights of a citizen to be registered, they must, before refusing registration, officially obtain the necessary information from the local authority of the citizen's previous residence.
Any voter who believes that a person is incorrectly registered may request the municipal council to correct the register. The person whose registration is contested is, if possible, given the opportunity to defend themselves.
Fourteen days at the latest before any voting or election, the register is subject to a thorough review, with the aim of completing and rectifying it.
The same procedure is followed for municipal assemblies, with the exception of assemblies convened in emergencies.
**Article: Closure of the Registry Before Voting or Elections**
On the eve of each voting or election or of a communal assembly (except those convened urgently), the communal council shall decide on the requests for registration and objections submitted in a timely manner and not yet resolved. After making corrections in accordance with the decisions taken, they shall close the registry at 6 p.m. by inserting a report therein. This report records the exact number of citizens eligible to vote and is signed by the mayor and the communal secretary.
The registry thus closed serves as the basis for the day of the vote or election or for the contemplated communal assembly.
For communal assemblies convened urgently, the last closure of the registry serves as the rule.
The minutes of closure are officially recorded.
The officer responsible for maintaining the register informs the electoral office of the exact number of citizens eligible to vote. For communal assemblies, they ensure that the electoral register can be consulted.
Legal Remedies Are Governed by Federal and Cantonal Legislation on the Matter.
