The court determined that it had jurisdiction because the relationship between the parties was based on public law, constituting a public-law contract. The plaintiff sought to have a termination of a boat mooring canceled. Both parties agreed that termination was generally possible. The court found that the termination right derived not only from the contract but also from the fact that the plaintiff's right was defined and limited by the defendant's concession. This concession modification served as a permissible reason for termination, and the termination was deemed not to violate principles of good faith or equal treatment under the law.
