Delegation von Aufgaben des Gemeinderats an die Organe der Gemeindeführungsorganisation.

Zwar ist es möglich, einzelne Aufgabenbereiche unter bestimmten Voraussetzungen der Gemeindeführungsorganisation zu übertragen. Der Kern der Kompetenzen bleibt aber unübertragbar. Eine kommunale Exekutive bleibt auch in ausserordentlichen Lagen die oberste Führungsgewalt auf Gemeindeebene.
