Beim Entsorgungszweckverband Obwalden (EVZ OW) handelt es sich um einen öffentlich-rechtlichen Zweckverband nach Art. 84 KV. Eine Einwohnergemeinde besitzt nicht die Kompetenz, mittels eines kommunalen Reglements den Entsorgungszweckverband zur Erstellung von Anlagen zu verpflichten.
