Aus den Erwägungen:
Innerhalb der Organisationsverordnung werden verschiedene Begriffe (bspw. normative, strategische und operative Führung) verwendet, die für den Bürger (Laien) wohl nur schwer nachvollziehbar sind. Die Begriffe „operativ“ und „strategisch“ werden weder in der Gemeindeordnung noch in der Organisationsverordnung genauer definiert. Sie sind zu definieren oder zu streichen, weil es für den Bürger klar ersichtlich sein muss, wer für was zuständig ist. Aus der Gesetzgebung muss somit hervorgehen, was unter operativer und strategischer Trennung innerhalb der Gemeindeorganisation zu verstehen ist, wenn diese Begriffe innerhalb der Gemeindeorganisation verwendet werden. Allerdings wäre eine Definition der Begriffe rein theoretischer Art und auch irreführend. In der Praxis gestaltet sich eine strikte Trennung operativer und strategischer Entscheide als schwierig, da dem Gemeinderat weiterhin verschiedene operative Aufgaben von Gesetzes wegen zufallen. Unabhängig von den jeweiligen Verwaltungsstrukturen ist und bleibt der Gemeinderat als Exekutivbehörde immer vollziehend und daher im weiteren Sinne auch direkt oder indirekt operativ tätig.
