**Election Proposals**

1. For the purpose of counting, the ballots must be marked with a list number and a list designation.

2. The cantonal voting office assigns a list number to each list group by lot.

3. If an envelope contains more than one ballot paper, the vote is invalid.

Electoral Act

2. A list designation crossed out by hand may be replaced by the list designation from another official ballot paper.

3. Ballot papers without a list designation may also be placed in the ballot box.

4. The control number is not decisive under any circumstances for the allocation of list votes.

Electoral Act

1. A candidate designation must not be lightly deemed insufficient; accumulation or cross-voting should generally be recognized as valid, even if only the candidate's name is provided without further designation.

2. If several candidates with the same name appear on different ballots in the same electoral district, accumulation without further designation is to be attributed to the candidate whose name is pre-printed on the respective ballot.

3. If two candidates on a ballot share the same name, an undesignated accumulation is deemed insufficient and must therefore be removed.

4. However, if an accumulation is placed directly next to the respective name, it is valid, as it is assumed that the voting person intended to accumulate that name.

Electoral Act

1. Eligible for election are only candidates whose names appear on one of the official ballot papers of the respective electoral district; other names shall be struck off by the electoral office.

2. A name may appear on a ballot paper no more than twice; any additional cumulation is invalid and shall be struck off by the electoral office.

3. Illegible or inadequate candidate designations shall be struck off by the electoral office.

Electoral Act

1. If a ballot paper, after making the deletions according to Paragraphs 9 and 10, still contains more candidates than the number of seats allotted to the respective electoral district, the excess candidates are to be eliminated in the following order

1. Candidate names on the back of the ballot paper;

2. Candidate names noted parallel to the right edge of the list;

3. Candidate names noted parallel to the left edge of the list;

4. Candidate names (printed or handwritten) from bottom to top, and if more than one name is at the same level, from right to left;

5. If all candidates are numbered, the elimination is carried out in the order of numbers, starting with the highest number.
