1. Council members must notify their absence, combined with digital participation at a Grand Council meeting, in writing to the parliamentary service at least 24 hours before the start of a session.

2. For the cases of absence mentioned under § 28b lit. a - d of the Standing Orders, a medical certificate or an appropriate document (e.g., birth certificate, extract from the family register, proof of receipt of corresponding compensation) must be submitted with the application for digital participation. The parliamentary service is entitled to archive these documents. The council office has access to the documents.

3. Council members who are entitled to vote in absentia at a Grand Council meeting are published on the Grand Council's homepage. The reason for this type of participation according to § 28b lit. a - e of the Standing Orders is also stated.

1. Council members must sign a declaration before participating digitally, agreeing to the requirements for voting in absentia and to these regulations. Without a signed declaration, voting in absentia is not permitted.

2. The declaration is valid for each legislative term and must be signed anew for each term.

1. Login to the system is possible no earlier than 60 minutes before the session begins (08:00 - 08:30, 14:00 - 14:30, 19:00 - 19:30).

2. Support for login can only be provided by the parliamentary service up to 30 minutes before the session begins. No support is available during a session.

3. For participation in each vote, the member's system webcam must be activated. The Grand Council's system records the images from the webcam. These data are archived by the parliamentary service. Voting without an active webcam (i.e., the voting member's face must be clearly visible) is not possible.

4. Participation in accordance with § 28b lit. e GO is considered a full session day regardless of the duration of the absentee voting (even if, for instance, voting in absence only occurs during the night session).

5. The member registered for absentee voting is responsible for ensuring that access data is not shared. Participation in voting that is not in compliance with these regulations may result in legal consequences.

1. If the voting system needs to be shut down during a session day, participants will receive a new link via email. Participants are responsible for logging in again in a timely manner.

2. If participation is not possible due to technical issues, the vote remains valid. Repetition of votes is excluded.
