Agreement on the Organization and Management of Regional Planning in both Basle Cantons - Organization

1. For the conduct of joint regional planning, the two cantons create a joint organization. This consists of

a) the Governmental Delegation,

b) the Regional Planning Office.

1. The work of this organization primarily extends to the area of the cantons Basel-Stadt and Basel-Landschaft. In this context, close collaboration with the other planning entities in the Swiss part of the Basel region (Northwestern Switzerland) as well as in the neighboring foreign areas (especially the tri-national metropolitan area) is to be pursued. The organization shall be adapted to this further collaboration as necessary.

1. The Government Council Delegation for Regional Planning exercises the supreme supervision over the implementation of joint regional planning. The delegation consists of the building directors of the two cantons and can be supplemented with representatives of other authorities if necessary.

2. The secretariat is located with the Directorate of Construction and Environmental Protection of the Canton of Basel-Landschaft. The delegation meets regularly. The chairmanship alternates between Basel-Stadt and Basel-Landschaft.

3. The duties specification, which also governs collaboration with the International Coordination Office Regio Basiliensis (IKRB), as well as work programs, mandates, and budgets for the regional planning office are approved by the two building directors. They also determine any cost-sharing arrangements that deviate from the following regulation. The delegation ensures the proper functioning of the regional planning office.

**1. The Cantonal Planners of Basel-Stadt and Basel-Landschaft Meet Regularly.**

1. The Regional Planning Office of both Basel, located in Liestal, is subordinate to the Directorate of Construction and Environmental Protection. It is assigned as a staff unit to the Office of Spatial Planning.

2. The governmental delegation for regional planning appoints the head of the Regional Planning Office of both Basel. This person can be employed under private law. Additionally, the Office of Building and Planning, main department Planning, Basel-Stadt, and the Office of Spatial Planning Basel-Landschaft each provide services amounting to 1,000 hours per year in favor of the Regional Planning Office of both Basel.

3. The management is composed of the two cantonal planners of Basel-Stadt and Basel-Landschaft and the head of the Regional Planning Office of both Basel.

1. The costs for the department head of the Regional Planning Office of both Basel and a lump sum allowance for secretarial work of the Office for Local and Regional Planning, as well as the other material costs, shall be borne equally by each of the cantons. Contracts to third parties will be divided according to the interests involved.

2. The planning office of the Association for Sustainable Development of the Trinational Agglomeration Basel (TAB) will be supported until the end of the INTERREG-IIIA project on January 31, 2007, with approximately CHF 100,000 per year from the budget of the Regional Planning Office of both Basel.

3. The necessary credits shall be included in the state budgets.

1. This Agreement shall be reviewed five years after its conclusion. It may be terminated by either of the two cantonal governments at the end of any calendar year. Termination must be effected in writing at least one year in advance.

1. This agreement comes into effect as soon as the contract between the Cantons of Basel-Stadt and Basel-Landschaft regarding the organization and implementation of regional planning dated June 2/9, 1969, has been revoked by the Grand Council and the Cantonal Council.
