Ordinance on the Canton-Municipalities IT Forum - Forum

1. There is a permanent forum for dialogue between the cantonal administration and the municipal communities regarding information technology and digitalization topics of mutual interest ("Forum").

2. The topics are introduced by the forum participants or may be suggested by the government council, the directorates, or the municipal communities.

3. The aim of the dialogue is to pursue coordinated information technology and digitalization measures.

1. The forum dialogue particularly includes the recording and reviewing, examining and assessing, as well as deepening and following up on technical and political informatics and digitization concerns and developments.

2. The forum may issue recommendations to the Government Council, the Directorates, the State Chancellery, the Association of Basel-Landschaft Municipalities ("VBLG"), the Municipal Expert Association Basel-Landschaft ("GFV BL"), and the resident municipalities.

3. It periodically inquires with the recipients of recommendations about the implementation of the recommendations.

1. The forum convenes as needed, typically at least four times a year.

2. It submits an annual activity report to the government council as well as to the boards of the VBLG and the GFV BL.

1. The forum comprises of 4-6 representatives each from the cantonal administration and the local municipalities.

2. It may involve responsible persons from the cantonal administration as well as other individuals for specific topics.

1. The Executive Council determines the representatives of the cantonal administration. Their participation in the forum is part of their official duty.

2. The boards of the VBLG and the GFV BL determine the representatives of the municipalities by mutual agreement.

3. The canton does not provide any compensation or remuneration for the participation of the representatives of the municipalities in the forum.

1. The chairmanship of the forum alternates every 2 years between the cantonal representatives on one hand and the municipal representatives on the other.

2. The forum's secretariat alternates according to paragraph 1. It can be managed by a participating forum member or by an external person.

3. Furthermore, the forum organizes itself independently.
