1. Nella misura in cui lo prevede il regolamento comunale, possono essere concesse deroghe ai piani e alla relativa normativa dalla municipalità, purché giustificate da motivi di interesse pubblico o da circostanze obiettive. La concessione di deroghe non deve compromettere un altro interesse pubblico o interessi preponderanti di terzi.

2. Queste deroghe possono essere concesse a titolo temporaneo o definitivo e possono essere accompagnate da condizioni e oneri particolari.
