du 18 décembre 1998

L'Assemblée fédérale de la Confédération suisse, après l'examen de l'initiative populaire «pour un assouplissement de l'AVS -contre le relèvement de l'âge de la retraite des femmes» déposée le 13 mai 1996';

vu le message du Conseil fédéral du 15 décembre 19972, arrête:

Article premier L'initiative populaire du 13 mai 1996 «pour un assouplissement de l'AVS — contre le relèvement de l'âge de la retraite des femmes» est valable et sera soumise au vote du peuple et des cantons.

L'initiative a la teneur suivante:

La constitution fédérale est complétée comme suit:

Art. 34quater 2e al., sixième et septième phrases . . . Le droit à la rente de vieillesse prend naissance après 62 ans révolus si aucune activité lucrative n'est exercée ou si le revenu perçu est inférieur à une fois et demie la rente minimale. La loi fixe l'âge donnant inconditionnellement droit à la rente. .. .

Art. 2 L'Assemblé fédérale recommande au peuple et aux cantons de rejeter l'initiative.
