In each probation and assistance committee for released offenders, the probation director shall be responsible, by sub-delegation from the Regional Director of Penitentiary Services in metropolitan France and by sub-delegation from the director of the penitentiary institution concerned in the overseas departments, for the authorization of committee revenue and expenditure.
Where the probation and assistance to released offenders committee does not have a director of probation, a probation officer, designated under the conditions stipulated in Article D. 586 of the Code of Criminal Procedure, may also be entrusted with these duties.
The accounting of the probation and assistance committees for released persons shall be carried out by an agent, appointed by decision of the Regional Director of Prison Services and selected from among civil servants, preferably permanent staff, of the Ministry of Justice, assigned to the probation and assistance committee for released persons.
The agents responsible for the accounting of probation and assistance committees for released offenders shall act in the capacity of agents for the heads of the accounting divisions of the regional directorates of the prison services in metropolitan France or the accountants of the relevant prison establishments in the overseas departments.
A joint instruction from the Minister of State, Keeper of the Seals, Minister of Justice, and the Minister of the Budget, Government Spokesperson, specifies the conditions for the financial and accounting operation of probation and assistance to released offenders committees.
The Director of the Penitentiary Administration at the Ministry of Justice and the Director of Public Accounting at the Ministry of Budget shall be responsible, each in respect of their own duties, for the execution of this Decree, which shall be published in the Official Gazette of the French Republic.
