An automated processing system for personal data, named S.T.A.G.E. (Automated Processing System for School Clustering), is hereby established within the ministry responsible for national education, the purpose of which is the management of Greta activities
administrative management of personnel involved in continuing vocational training (management of payroll and travel expenses);
management of trainees;
file of business correspondents in relation with the school clustering;
administrative and financial management of training courses.
The S.T.A.G.E. information and management system shall be implemented within the groupings of institutions.
This processing system constitutes a standard reference model to which the persons responsible for each user Greta shall refer through a declaration of conformity submitted to the National Commission for Data Processing and Liberties. These declarations of conformity shall specify the measures taken to maintain hardware security and the confidentiality of the data.
The categories of recorded personal data are as follows
Identity of trainees (surname, first names, date and place of birth, nationality, family status), socio-professional category, employment status, level of professional education, professional objectives.
It is specified that the data concerning nationality and socio-professional category are entered for exclusively statistical (anonymous) purposes.
Information relating to the activity, status, and salary workforce class of the companies is necessary for maintaining a file of companies likely to enter into contact with each Greta.
For the administrative management of personnel involved in continuing vocational training, the processing utilizes the information necessary for the payroll management of personnel, namely: surname, address, trainer code, professional category, social security number (limited to the needs related to declarations, calculation of contributions and payments intended for social protection, retirement, and provident organizations), family status, health, professional life (limited to the needs related to the management of sick leave/maternity leave).
The processing does not fall within the scope of Article 26 of Law No. 78-17 of 6 January 1978.
The recipients of the data are, within the limits of their authority, the authorized officers
of the administrative department and the bursar's department of the Greta;
of the regional education authority (rectorat), responsible for continuing education;
of the treasuries and general pay offices;
of the social security and provident institutions.
The information provided for in Article 4 of this Order shall be stored concerning
the administrative management of personnel (pay, travel expenses): until the person to whom they relate leaves the system, except for information relating to the economic and financial situation subject to legal provisions and information relating to the geographical mobility of persons, health, and travel, which shall only be stored for the time necessary to carry out the management actions;
the administrative management of trainees, retention period of five years, which corresponds to the period of validity of the transferable credit units constituting a professional diploma;
company files: indefinite duration, the company remaining in the file as long as it is in contact with the Greta.
The right of access provided for by Article 34 of Law No. 78-17 of January 6, 1978 shall be exercised through the head of the supporting institution.
The Director of Secondary Schools and Colleges shall be responsible for the execution of this Decree, which shall be published in the Official Gazette of the French Republic.
