Agreement

between the Cantons of Zurich and Thurgau

concerning the Border Localities of Zurich

and Thurgau Wilen

(of 23/29 October 1886)¹

Between the Governments of the Cantons of Zurich and Thurgau – in

amendment of the State Treaty of 15 November / 3 December 1853

concerning the Thurgau-Zurich border municipality of Wilen – the following

agreement has been reached

I. and II.

III. ¹ With regard to ecclesiastical matters, Zurich Wilen remains

incorporated into the parish of Neunforn as before; however, in

poor relief matters, the former locality is separated from the poor relief municipality of Neunforn

and assigned to the poor relief association of the political municipality of Ober-

stammheim.

2 Should deficits for the parish of Neunforn need to be covered by taxation,

the amount shall be distributed among the remaining part of the

parish of Neunforn and Zurich Wilen according to the population

and paid by each part according to the applicable legal provisions. The

tax quota payable thereafter for Zurich Wilen amounts to one-fourteenth of the total tax.

IV. Should an agreement on the separation of the share accruing to

Zurich Wilen from the common civil municipality property of Wilen

and the poor relief property of Neunforn not be reached amicably

between the parties involved and the competent cantonal authorities,

the Federal Supreme Court shall decide thereon.

V. The agreement remains in force for six years, i.e., from 1 January

1887 to 1 January 1893. If no termination by one of the contracting

parties occurs six months before the expiry of this period, the agreement

shall be deemed tacitly extended until a termination takes place, in which case its

validity shall expire six months from the date of termination.

VI. Ratification of this agreement by the Cantonal Council of Zurich

and the Grand Council of Thurgau is reserved.

1 OS 21, 319 and GS I, 715.
