Art. 80 RGR · Special Cases

1. The President may participate in the deliberations. In this case, he shall inform the assembly and be replaced by the Vice President.

2. The rapporteurs and the commission presidents have the right to present their personal opinion; in this case, they shall indicate that they are not speaking on behalf of the commission.
