Implementing Ordinance on identity documents

1. The competent cantonal authority for the issuance of Swiss identity documents is the cantonal identity document center, which is administratively affiliated with the Office for Population and Migration.

2. The municipal resident registration office is the authority responsible for forwarding the applications for the issuance of the Swiss identity card.

3. The submission of an application for an identity card in conjunction with a passport application is to be made at the cantonal identity document center.

1. The submission of a digital photograph by the applicant is not permissible.

2. Personal data can be transmitted to the cantonal identification center via the Internet or telephone.

1. The portion of the fees for Swiss identity documents, which under federal legislation is due to the canton, shall be divided equally between the canton and the municipality.

2. In the case of the combined issuance of a passport and an identity card, the canton’s portion is allocated solely to the canton.

1. All provisions contrary to this regulation are hereby repealed, particularly the implementing regulation on identification documents from December 11, 2002.

2. The Department for Security, Social Affairs, and Integration is entrusted with the implementation of this regulation.

1. This Regulation shall be published in the Official Gazette and shall enter into force on 1 March 2010.
