creating a fund for preliminary studies prior to the construction or correction of cantonal roads (DF-EPRC) (DF-EPRC)

1. The Council of State is authorized to open, in the State's accounts, a special account intended to finance the costs of preliminary studies for corrections and constructions of cantonal roads.

1. This fund shall be operated in the form of a credit account, the debit balance of which may not exceed the sum of 2 million francs without a new decision from the Grand Council.

1. The reimbursement of the study costs shall be made at the time of obtaining the construction loan or, in the case of a project whose execution is abandoned, from the budget of the following year.

1. The Department of Public Works, Planning, and Transportation [A] decides on the studies and assessments provided for by this decree.

1. The Department of Public Works, Planning, and Transportation informs the Road Commission once a year about the progress of the studies.

1. This decree repeals and replaces the decree of September 5, 1950, establishing a special account for the acquisition of land, prior to corrections or constructions of cantonal roads, as amended on September 8, 1954, September 7, 1955, September 10, 1956, November 27, 1957, and May 19, 1970.

1. The Council of State is responsible for the implementation of this decree. It shall publish the text in accordance with Article 27, numeral 2, of the Cantonal Constitution and shall establish, by ordinance, the date of its entry into force.
