Table of Provisions (11)
Statutory Text (11 Provisions)
1. This regulation governs the remuneration of teachers at public, vocational, and secondary schools. It serves as a guideline for the special schools subsidized by the canton.
1. The Salary Framework consists of salary bands with the following key values
Salary Band | Minimum | Maximum
--- | --- | ---
1 | CHF 68,482 (100%) * | CHF 103,408 (151%) *
2 | CHF 72,356 (100%) * | CHF 109,258 (151%) *
3 | CHF 79,003 (100%) * | CHF 119,295 (151%) *
4 | CHF 82,449 (100%) * | CHF 124,497 (151%) *
5 | CHF 87,952 (100%) * | CHF 132,807 (151%) *
6 | CHF 93,440 (100%) * | CHF 141,095 (151%) *
7 | CHF 103,548 (100%) * | CHF 152,215 (147%) *
8 | CHF 110,793 (100%) * | CHF 162,866 (147%) *
2. A salary band is divided into 29 salary positions. Within a salary band, the salary increases annually in a linear fashion with a breakpoint. This breakpoint is at salary position 13 for salary bands 1 to 6 and at salary position 12 for salary bands 7 and 8, each at 130% of the minimum salary.
3. The linear increase according to paragraph 2 corresponds to the individual salary adjustment of one percent for state personnel. If the Grand Council decides on an individual salary adjustment of more than one percent for state personnel, the total salary sum for teachers will be increased corresponding to the general salary adjustment by the value exceeding one percent.
1. Teachers are classified as follows

Kindergarten and Early Primary Teachers: 3
Special Classes and Special Education Teachers: 4-6
Secondary School Teachers: 6

High School Teachers: 4-8
School Special Education Teachers: 4-6
2. The government council regulates the classification of additional teaching professions.
3. Teachers who do not possess the required certification for teaching at a certain school level or in a certain type of school are to be paid at a lower rate.
1. Remuneration is based on the salary scale and a qualified evaluation of the teaching staff.
2. The government council regulates the nature of this evaluation and the timing of the introduction of the qualification system.
3. The government council can issue transitional provisions.
1. The government council may decide on allowances for teachers with special tasks or functions.
1. Municipalities shall not provide teachers with any monetary benefits for the fulfillment of their primary duties that are not stipulated in this regulation.
1. Additional lessons are lessons that exceed the mandatory number of hours.
2. They are to be compensated at a rate that is below the respective lesson rate, insofar as they cannot be compensated in one of the subsequent semesters.
1. The service anniversary gift corresponds to that for state personnel, insofar as it involves financial compensations. It is to be paid in cash.
2. The decisive factor is the number of years served in the Thurgau educational service without interruption. The service anniversary gift is to be paid by the canton or the respective school municipality in which the teacher is employed at the time of maturity.
1. The Government Council determines the salaries of the lecturers, vicars, and assistant vicars.
1. Employee contributions to legally mandated pension funds and other social security contributions are deducted from the salary.
2. Claims by the canton or a school municipality arising from the employment relationship can be offset against the salary.
1. The provisions of the Regulation of the Grand Council concerning the Salaries of State Personnel (Salary Ordinance) regarding remuneration under special circumstances, payment, child, education, and family allowances, as well as general salary adjustments, also apply to the teachers remunerated according to this ordinance.
2. In cases of salary changes, the Association of Thurgau School Communities is to be consulted.
