c) Eligibility and Incompatibility

1 Any person eligible to vote in the canton is eligible to be a municipal councilor.

2 The simultaneous holding of the following offices is incompatible

a) as a municipal councilor or municipal clerk in different municipalities;

b) as a member of the Cantonal Government (Regierungsrat) or State Chancellor (Staatsschreiber) and a municipal councilor or municipal clerk.

3 Spouses and persons in a registered partnership, as well as persons related by blood or marriage in the first or second degree, may not simultaneously be members of the municipal council.
