The district administrators are introduced into office and sworn in by the head of the Department of Security, and the municipal presidents and notaries by the district administrator.

1. The official handover is established by a handover certificate.

2. This document lists the files, valuables, stamps, etc., directly transferred by the predecessor in office to the successor. Furthermore, the completed oath-taking is recorded.

The formula for the oath or affirmation is

"I swear (affirm) to conscientiously, confidentially, and without regard to person fulfill the duties incumbent upon me according to the Constitution, law, ordinance, and instructions of the superior authorities, neither directly nor indirectly accept gifts, and do everything that may serve the common good."

The sworn district administrators and municipal presidents shall use the same oath or affirmation formula when swearing in the members and clerks of their authorities, and shall record the swearing-in in a protocol.

1 The induction certificate shall be prepared in quadruplicate and signed by the outgoing and

by the new President as well as by the person carrying out the induction ceremony.

2 One copy of the induction certificate shall be received by

- the Government Council

- the District or Municipal Chancellery

- the outgoing President

- the newly elected President

1 This decision shall enter into force immediately.6

2 It shall be published in the Official Gazette and included in the Collection of Laws.
