Art. 70 Act on Administrative Procedure and Administrative Justice (Administrative Justice Act, VRG) (Verwaltungsrechtspflegegesetz, VRG) - Standing

1. Entitlement to File an Appeal

1. Entitled to file an appeal is anyone who

1. participated in the proceedings before the lower court or did not have the opportunity to participate;

2. is particularly affected by the contested decision; and

3. has a legitimate interest in the annulment or amendment of the decision.

2. Furthermore, persons, organizations, and authorities to whom legislation grants this right are entitled to file an appeal.
