Statutory Text (5 Articles)
This regulation applies to police officers and administrative collaborators transferred since January 1, 2006, to the Neuchâtel Police as a result of a service agreement between the State and a municipality.
1. The initial salary of transferred employees corresponds to the nominal salary, excluding allowances, received from the former employer, rounded up to the next higher step of the level corresponding to the position according to the cantonal salary scale.
2. If applicable, they are placed at the maximum step of the salary level and receive an extraordinary non-indexed supplement for the difference with the salary received from the former employer.
1. If the initial remuneration is lower than what the employee would have received according to the criteria defined in Article 15 of the Regulation on Public Service Remuneration, dated March 9, 2005, (hereinafter RPSR), the remuneration is increased, in addition to the automatic annual increment (Article 19 RPSR), by two increments per year until the difference is fully compensated. If the difference is not compensated within 5 years from the entry into force of this regulation, or from a transfer that occurs thereafter, the last increase before this deadline may exceed one increment.
2. If the initial remuneration is higher than what the employee would have received according to the criteria defined in Article 15 RPSR, the remuneration is frozen, including the automatic increment (Article 19 RPSR), until it corresponds to what they would have received under the RPSR and the increases provided for therein, for a maximum period of 5 years. Adjustment to the Swiss Consumer Price Index is reserved.
This regulation comes into force on January 1, 2014.
