This decree aims to ensure a balanced representation of genders and diversity of origins in the commissions, sub-commissions, councils, bodies, and working groups appointed by the Council of State or in which the Council of State appoints a portion of the members.

Article 1: Objectives of the State Council

The State Council aims to achieve a minimum representation of 40% of either gender across all entities referred to in Article 1. It also ensures the representation of the diverse origins of the population of Neuchâtel.

1. For each position to be filled within an entity referred to in Article 1, subject to appointments to functions, the concerned department proposes to the Council of State candidacies that enable achieving the balanced representation set forth in Article 2.

2. If, for specific reasons, these conditions cannot be met, the concerned department shall provide an explanation to the Council of State in a brief report outlining the procedure implemented to renew the members, the proposals received, and the steps taken to adhere to the objectives stated in Article 2.

Each year, the statistics on gender representation and diversity of origins within the entities designated in Article 1 are published in the financial management report.

1. This order shall enter into force on January 1, 2021.

2. It will be published in the Official Gazette and inserted into the Compendium of Neuchâtel Legislation.
