1. The Conference Appoints Its Secretary.
2. The Secretary Prepares the Sessions of the Conference, Submits Proposals to It, and Keeps the Minutes.
3. He Ensures the Implementation of the Decisions of the Conference and Carries Out the Tasks Entrusted to Him by It.
