Standard Cost Models and Basic Service Offering

1 Standard cost models describe a basic service offering in family day care, crèches, and day structures, and demonstrate standardized operating costs and their financing by parents and public authorities.

2 The Government Council defines the basic service offering and thereby determines the type of care and the duration of the offering.

Kanton Glarus

2 Assessment of Flat-Rate Contributions

¹ The Chief Executive Officer sets the maximum value for the flat-rate contributions. This is based on the costs for a basic offering according to the standard cost model and the target size for the amount of parental contributions.

² The amount of the flat-rate contributions depends on the extent of daily care utilized and on the economic capacity of the parents according to the social tariff.

The Government Council may provide for the determination of flat-rate contributions in a simplified form if this avoids disproportionate administrative effort.

Kanton Glarus

Social Tariff

1. The Government Council sets, through the social tariff, the amount of flat-rate contributions based on the economic capacity of the parents.

2. It determines up to which income threshold an entitlement to a maximum flat-rate contribution exists, and from which income threshold the entitlement to a flat-rate contribution ceases. Between these income thresholds, the flat-rate contribution decreases proportionally with the rising income of the parents.

3. The assessable income of the parents is decisive for calculating the entitlement. This is based on the taxable income.

4. Deductions permissible under tax law must be compensated if they distort the actual economic capacity.

5. The social tariff will be additionally increased when several children from the same family are cared for.

6. When invoicing parental contributions, providers must itemize the portion of the reduction according to the social tariff.

Enhanced Services

¹ Municipalities may enter into agreements with providers, particularly concerning expanded or locally and contextually specified childcare services.

Kanton Glarus

Cost Sharing Between Canton and Municipalities

2. The municipality of residence bears the municipal share.
