1 The EDK implements the Agreement.
2 In doing so, it collaborates with the Confederation and with the Swiss University Conference on all matters concerning university degrees. *
3 The GDK implements the Agreement within its area of responsibility. It may delegate the implementation to third parties; in any case, it retains supervisory authority. *
Recognition Regulations

3 The recognition regulations, or their approval, require the consent of two-thirds of the voting members of the competent recognition authority.
Recognition Requirements
1 The recognition requirements specify the minimum standards that a training qualification must meet. Swiss education and professional standards, as well as any international requirements, must be taken into account in an appropriate manner.
2 The following requirements must be compulsorily stipulated
a. the qualification evidenced by the diploma and
b. the examination procedure for this qualification.
