Ordinance Establishing the Fees of the Roads and Bridges Service

1. This regulation governs the fees of the Civil Engineering Office (TBA) for the following activities

a) Preliminary review application and building permit application, local plan, detailed development plan, land consolidation, general drainage plan;

b) Mobility infrastructure plan;

c) Road signage;

d) Road advertisements;

e) Usage permit for public roads or their accessories;

f) ...

g) ...

h) ...

i) Measurement of noise emissions.

2. It also regulates the billing for the services of the TBA employees for construction work on cantonal roads with an urban planning component (Art. 64 Mobility Act).

1. The TBA intends to achieve full cost coverage for the operations listed in Article 1.

1. The fees charged by the TBA consist of

a) a basic fee;

b) personnel costs according to average hourly rates;

c) costs for on-site inspections;

d) costs for the preparation of special documents.

1. The basic fee includes the costs for opening the dossier, for the general administration of the matter, as well as for performing the necessary work to process the dossier for no more than one working hour.

2. The basic fee amounts to (per case)

a) Local plan, detailed development plan, land consolidation, general drainage plan, mobility infrastructure plan: CHF 340

b) Building permit applications for dossiers with projected works exceeding 25,000 francs: CHF 340

c) Building permit applications for dossiers with projected works under 25,000 francs: CHF 100

d) Road signage: CHF 120

e) Road advertisements: CHF 60

f) Usage permits for public roads or their accessories: CHF 120

1. For all services that are not covered by the basic fee or do not require an on-site inspection, personnel costs are calculated based on the actual time spent and rounded up to the next half hour.

2. The personnel costs are calculated as follows

a) Visual inspection per employee: CHF 150 /hour

b) Coordination meeting per employee: CHF 150 /hour

c) Secretariat work: CHF 75 /hour

d) Review of the dossier by a technical officer: CHF 100 /hour

e) Review of the dossier by a scientific officer: CHF 150 /hour

1. For the preparation of special documents, such as the entry of deviation provisions into the land register or publications in the official gazette, the actual costs will be charged.

1. The fees for noise pollution measurements conducted upon request are composed as follows

a) Basic fee: CHF 100

b) Travel costs per person: CHF 75

c) Conducting the measurements per hour: CHF 75

2. For measurements along cantonal roads, the fees are only charged if the emission limit values are not reached.

1. The services of the employees of the TBA (in particular the services of the project managers) for construction work on cantonal roads with urban planning components (Art. 64 MobG) are billed to the respective municipality in proportion to the urban planning component.

1. The amounts shall be adjusted to the national consumer price index each January 1, provided that the index has risen by 5 points or more since the entry into force of the amendment to this regulation on December 15, 2025, or since the last adjustment (Reference index: October 2025 = 107.2 points; Base December 2020 = 100 points).

1. This regulation shall enter into force on January 1, 2004.
