1. This Regulation
a) lists the municipalities of Fribourg and indicates to which administrative district they belong;
b) regulates the procedure for changing the names of municipalities;
c) contains in its Annex 1 the historicized list of municipalities (mutations due to territorial changes or name changes).

1. The spelling of the municipality names is determined according to the official directory of municipalities of Switzerland (Federal Register). Article 10 of this ordinance remains reserved.
2. Additions for differentiation purposes, such as "(FR)", may be omitted in regulations other than this ordinance if the risk of confusion with the name of another Swiss municipality appears to be excluded.
1. The Saane District consists of the following twenty-five municipalities
Autigny, Avry, Belfaux, Bois-d'Amont, La Brillaz, Chénens, Corminbœuf, Cottens (FR), Ferpicloz, Freiburg, Gibloux, Givisiez, Granges-Paccot, Grolley-Ponthaux, Hauterive (FR), Marly, Matran, Le Mouret, Neyruz (FR), Pierrafortscha, Prez, La Sonnaz, Treyvaux, Villarsel-sur-Marly, Villars-sur-Glâne.
1. The Sense District consists of the following fifteen municipalities
Bösingen, Brünisried, Düdingen, Giffers, Heitenried, Plaffeien, Plasselb, Rechthalten, St. Silvester, St. Ursen, Schmitten (FR), Tafers, Tentlingen, Ueberstorf, Wünnewil-Flamatt.
1. The District of Greyerz comprises the following twenty-five municipalities
Bas-Intyamon, Botterens, Broc, Bulle, Châtel-sur-Montsalvens, Corbières, Crésuz, Echarlens, Grandvillard, Gruyères, Hauteville, Haut-Intyamon, Jaun, Marsens, Morlon, Le Pâquier (FR), Pont-en-Ogoz, Pont-la-Ville, Riaz, La Roche, Sâles, Sorens, Val-de-Charmey, Vaulruz, Vuadens.
1. The Lake District comprises the following fourteen municipalities
Courgevaux, Courtepin, Cressier (FR), Fräschels, Greng, Gurmels, Kerzers, Kleinbösingen, Meyriez, Misery-Courtion, Mont-Vully, Muntelier, Murten, Ried bei Kerzers.
1. The Glane District consists of the following fourteen municipalities
Billens-Hennens, Le Châtelard, Châtonnaye, Grangettes, Massonnens, Mézières (FR), Romont (FR), Rue, Siviriez, Torny, Ursy, Villaz, Villorsonnens, Vuisternens-devant-Romont.
1. The Broye District consists of the following seventeen municipalities
Belmont-Broye, Châtillon (FR), Cheyres-Châbles, Cugy (FR), Delley-Portalban, Estavayer, Fétigny-Ménières, Gletterens, Lully (FR), Montagny (FR), Les Montets, Nuvilly, Prévondavaux, Saint-Aubin (FR), Sévaz, Surpierre, Vallon.
1. The Vivisbach District consists of the following nine municipalities
Attalens, Bossonnens, Châtel-Saint-Denis, Le Flon, Granges (Vivisbach), Remaufens, Saint-Martin (FR), Semsales, La Verrerie.
1. The following municipality names are used in the linguistic form that corresponds to the official language of the context
a) Fribourg and Morat in French;
b) Freiburg and Murten in German.
2. The use of other commonly used exonyms remains permissible.
1. The proposed new names must undergo a preliminary examination pursuant to Articles 13 and 14 of the GeoNV before the text of the merger agreement is finalized.
2. The Office for Municipalities initiates the preliminary examination procedure upon request from the municipalities involved in the project or a request from their merger project management.
3. The opinion of the Nomenclature Commission is attached to the application to the federal authority. In urgent cases, the opinion of the Nomenclature Commission can be requested simultaneously with the submission of the application for preliminary examination.
4. If no agreement is reached on a municipality name proposed in a draft merger agreement, the Council of State shall issue an opinion; the federal procedure remains reserved.
1. Approval of the Merger Agreement by the Grand Council is deemed as the final review of the name of the new municipality. The federal procedure pursuant to Articles 15 and 16 of the GeoNV remains reserved.
1. The State Council may issue instructions on the modalities of the preliminary and final examination.
1. Articles 11-13 apply mutatis mutandis to a municipality that wishes to change its name independently of a merger. However, the cantonal approval according to Article 12 is the responsibility of the Council of State.
1. The Office for Municipalities is the competent authority in accordance with Articles 13 and 18 letters b and d of GeoNV.
1. This regulation applies to the changes of municipality names for which the preliminary examination pursuant to Article 11 has not yet commenced at the time this regulation comes into force.
1. Legal enactments that use the name of an existing or merged municipality may be adjusted at a later date with a separate enactment.
1. The chronological list of municipal mergers, divisions, and name changes (SGF 141.1.2) is removed from the systematic publications of the legislation.
1. This Regulation shall enter into force on January 1, 2016.
