1. The existing departments, divisions, and staff offices shall retain their current designation and composition until further notice, with the exception of the Police Department, which shall be newly designated as the Department of Police and Military Affairs.

The departments and all other administrative units shall continue to have all those competencies that do not contradict the Organizational Law of April 22, 1976, but that were previously directly or indirectly based on organizational decrees, which have been repealed with the enactment of the Organizational Law of April 22, 1976, pursuant to its Section 55.
