Agreement on Intercantonal Police Deployments (IKAPOL) - Subject Matter (IKAPOL)
Table of Provisions (17)
Statutory Text (17 Articles)
1. This Agreement governs the responsibilities, organization, and compensations for IKAPOL operations.
1. This agreement aims to establish streamlined, efficient procedures, avoid duplication of efforts, and ensure uniform, appropriate compensation reflective of the solidarity principle for IKAPOL operations, as well as a simple, uniform reporting, budgeting, and invoicing structure.
1. An IKAPOL operation within the meaning of this agreement occurs when a canton is unable to manage an event or incident with police resources despite support from neighboring cantons, concordat partners, or bilaterally from individual other police corps, and therefore relies on additional police forces.
1. The following principles apply to the organization, execution, and settlement of IKAPOL operations
a. The procedural organization and decision-making processes take into account the police authority of the cantons.
b. The IKAPOL operations are conducted according to uniform procedures and legal bases and are differentiated based on urgency.
c. For each IKAPOL operation, the Working Group on Nationwide Intercantonal Police Cooperation (AG GIP) determines which body decides on the allocation and deployment location of the forces provided for this event, but not subordinate to the commander of the operational canton (police, military, border guard corps).
d. The Operations Working Group of the Conference of Cantonal Police Commanders of Switzerland (AG OP) allocates the required police resources by percentage to the concordats and the cantons of Zurich (including the city of Zurich) and Ticino. The concordats decide internally on the distribution of the necessary forces among their members.
e. IKAPOL operations are to be time-limited.
f. Personnel and insurance-related, the deployed forces remain subject to their parent corps.
g. The operational canton is responsible for ensuring that the individual police forces are on duty for approximately the same length of time.
h. Before an IKAPOL operation is requested, the host canton must settle the financial compensation for planned events with the client or the organizer conclusively over a cost cap, a lump sum, or according to the actual expenses.
i. In IKAPOL operations for private events, the rates according to the fee schedule of the canton sending the forces are charged, unless the federal government declares the event as an extraordinary occurrence.
j. In operations for the benefit of the federal government, which can be handled with forces within the concordat, the host canton invoices the federal government for the rates applicable within the concordat.
k. The host canton does not invoice for its police forces. Exceptions apply for compensation by the federal government in extraordinary events based on Article 4 of the BWIS Compensation Ordinance.
1. The following bodies are responsible for the organization and implementation of IKAPOL operations
a. Working Group on Nationwide Inter-Cantonal Police Cooperation in Special Events (WG NICPE);
b. Operations Working Group of the Conference of Cantonal Police Commanders (WG OP);
c. Inter-Cantonal Coordination Staff (ICCS).

It has the following main tasks
a. political situation assessment based on the evaluation by the Operational Task Force (AG OP);
b. decision-making on the applications of the AG OP;
c. determination of the organizational schedule;
d. issuance of guidelines for information management;
e. clarification of funding issues for the operation;
f. initiation of the evaluation of the operation;
g. decision based on the applications of the AG OP, whether the conditions for an IKAPOL operation are met, and whether it is a private event or an event in the public interest; initiation of the IKAPOL operation;
h. application to the federal government for material and/or personnel support based on its own situation analysis;
i. invitation to the cantons to provide support;
j. acknowledgment of the deployment report, which it receives no later than 6 months after the conclusion of an operation.

d. police commander(s) of the affected cantonal police corps;
e. responsible government members of the Cantons of Zurich and Ticino and the City of Zurich;
f. President of the KKPKS.
1. The AG OP is an advisory, proposing, coordinating, and supporting body for managing major events. It has neither directive authority nor operational leadership responsibility. It has the following event-related tasks in particular
a. Assessment of the situation from an operational perspective;
b. Definition of the necessary personnel and material resources;
c. Coordination of the provision of these resources;
d. Development of the foundations for political decisions to be proposed;

1. The IKKS decides on the deployment of personnel from the federal government, the cantons, and the cities that do not belong to the respective canton of deployment or can be released by it. As a general rule, the IKKS is to be subordinated to the commander of the leading canton of deployment. If several cantons are affected by the deployment, its subordination is determined on a case-by-case basis at the request of the AG OP by the AG GIP. The AG GIP either places the IKKS under one of the leading cantons of deployment or under the AG OP, in which case the AG OP must be actually available during the deployment to make the necessary decisions.
2. The KKPKS issues a model staff order for the IKKS.
3. The standard staff organization typically includes
a. the Chief of Staff;
b. 1-2 staff assistants;
c. one representative from each police concordat;
d. one representative from each corps of the cantons of Zurich and Ticino, as well as the city of Zurich;
e. one representative from the federal government.
4. The Chief of Staff of the IKKS is appointed by the AG OP upon the request of the deployment leadership. The other staff members are appointed by their respective corps or organizations.
1. As soon as a foreseeable or unforeseen major event becomes known, the primarily affected canton informs the President of the KKPKS, under whose leadership the AG OP convenes. The cantons regulate themselves on who within the canton and when to submit the request for an IKAPOL deployment to the Concordat.
2. The Concordat reviews the application and assesses the requested deployment of forces. If it concludes that the forces within the Concordat itself and despite bilateral support from other corps are insufficient, it submits an application to the AG OP.
3. In unforeseen major events such as large-scale disasters affecting several cantons, the police crisis team is formed from the AG GIP and the AG OP for an immediate situation assessment and decision-making. This police crisis team serves as the point of contact for the cantonal and national disaster organization.
1. IKAPOL Deployments are compensated to the cantons that provide police forces with CHF 600 per deployment unit and per 24 hours, starting from departure from the home corps and ending upon arrival at the home corps. The nature of the service - deployment, standby, rest - does not matter. The partial day is counted.
2. Deployment units on standby in the home corps for the benefit of the IKAPOL deployment canton, who must arrive in the operational area within 24 hours, are compensated with CHF 200 per deployment unit for each partial day. Preparations including deployment-oriented training prior to a deployment are not charged.
3. Assistance from agreements among themselves and bilateral support for events that are directly or indirectly related to the IKAPOL deployment event are to be borne by these agreements or cantons.
1. In IKAPOL operations for the benefit of private events, the rates according to the fee schedule of the canton dispatching the operational forces shall be charged.
2. For events declared by the federal government as extraordinary events based on Article 4 of the BWIS Compensation Ordinance, the IKAPOL rates shall apply.
1. For the IKAPOL operations, the canton that incurs the costs is the one on whose territory the IKAPOL forces are deployed or kept on reserve for its benefit.
2. If an IKAPOL operation begins in one canton and ends in another, the canton where the operation began shall bear the costs.
1. Transportation and vehicle costs shall be invoiced according to the rates of the supporting canton, which also assumes responsibility for accommodation and meals. Material costs may be invoiced.

1. Upon request of a canton, the KKJPD shall promptly initiate a partial or total revision of the agreement.
2. The amendment shall enter into force once all cantons have agreed to it.
1. The agreement is valid for an indefinite period.
2. It can be terminated with a notice period of 2 years at the end of any year by notifying the KKJPD, but not before the end of the 10th year after its entry into force.
3. The termination by a canton ends the agreement.
1. Upon the entry into force of this agreement, the current administrative agreement of April 5, 1979, regarding the costs of inter-cantonal police operations according to Article 16 of the Federal Constitution, is repealed.
