1. This Directive Regulation governs the application and access rights as well as system access to central personal data collections pursuant to Article 4 paragraph 1 letter b of the PDSG.

2. It includes the authorization rules of the Security Directorate for the Municipal Register Systems Platform (GERES Platform) and the Central Personal Administration (ZPV) pursuant to Article 18 GERES V and Article 11 ZPV V.

a) Subordinate organizational units,

b) Supervised independent carriers responsible for public tasks,

c) Appointed representatives who process personal data on behalf of the authority (Art. 16 of the Data Protection Act dated February 19, 1986 [KDSG]).

2. The authorized units, functions, and systems, as well as the positions authorized to submit an application to establish a user account, are listed for each central personal data collection in the appendices mentioned below
