Act on the Participation of the Canton of Appenzell A.Rh. in the Eastern Swiss Children's Hospital in St. Gallen

1. The Canton of Appenzell A.Rh., together with the Canton and City of St. Gallen, the Cantons of Appenzell I.Rh. and Thurgau, as well as the Principality of Liechtenstein, grants contributions to the "Eastern Swiss Infant and Children's Hospital St. Gallen" Foundation for the construction and operation of an infant and children's hospital.

1. He contributes a one-time amount of 8% of the actual costs to the construction costs of this hospital, with a maximum of CHF 240,000.

2. The Cantonal Council may decide on contributions to any future hospital expansions. When assessing the amount of the contribution, the occupancy of the hospital with patients from Appenzell A.Rh. must be taken into account.

1. To cover the operational deficit, the canton assumes a contribution of 8% towards one half of the deficit based on an agreed scheme, and an additional contribution towards the other half of the deficit, which is calculated based on the number of days patients from our canton are hospitalized.

2. If the ratio of inpatient days attributable to Appenzell A.Rh. to the total patient days of the hospital changes significantly, the Government Council may correspondingly increase or decrease the operational contribution. Likewise, it is authorized to temporarily or permanently reduce or discontinue this contribution if such a measure appears necessary in the interest of the canton.

1. These benefits shall be provided when the financing of the construction and operation by the other parties involved is secured.

2. The contribution towards the construction of the infants' and children's hospital of CHF 240,000 must be repaid at a minimum annual rate of CHF 30,000.

1. The Government Council shall make the contractual agreements and determine the representation of the canton on the Board of Trustees of the Eastern Swiss Infant and Children's Hospital.
