The agreement regulates free access to the educational programs at higher vocational schools recognized under the Federal Act on Vocational Education and Training of December 13, 2002 (Vocational Education Act, VET Act) and the compensation that the cantons of residence of the students provide to the sponsors of the higher vocational school programs.
2. It thereby promotes inter-cantonal burden sharing, the coordination of offerings, and the free movement for students, serving to ease their financial burden.
1. The Agreement applies to the educational programs at higher vocational schools pursuant to Article 29 of the Vocational Training Act (BBG).
2. Postgraduate studies are not covered by the scope of this Agreement.

c) the notification of the canton of location in accordance with Article 4.
2. Educational programs according to Article 7 additionally require a justified application from the competent directors' conference.

1. The host cantons report to the office, providing proof of the conditions in accordance with Article 3 and indicating the coverage degree in accordance with Article 6 or 7, those educational programs which they subject to the agreement.

Employment also includes managing a family household and performing military and civil service.
