1. The office of the council convenes as often as business requires, upon invitation by the President.
2. The President or one of the two Vice Presidents chairs the meetings, participates in the vote, and casts the deciding vote in the event of a tie.
3. Members of the office are obliged to vote. The voting is conducted openly.
4. The President and the two Vice Presidents each have one vote. Representatives of factions with fewer than 14 members also have one vote. For every 14 members of a faction, the corresponding faction representatives receive an additional vote.
