1. The IVöB also applies to the public-law pension institution of the canton.
1. In addition to the award criteria mentioned in the IVöB, and in compliance with Switzerland's international obligations, the criteria "reliability of price" and "different price levels in the countries where the service is provided" may be considered.
1. The client publishes awards that were granted by private contract outside the scope of the state treaty area in accordance with Art. 21 para. 2 of the IVöB.
1. Appeals against orders of the contracting authorities can be made to the administrative court as the sole cantonal instance if the threshold values of the invitation procedure are reached.
1. The provisional and the complaint procedures are governed by the provisions of the Act on Administrative Jurisdiction (Administrative Jurisdiction Act, VRPG) of December 4, 2007, unless otherwise specified by the IVöB.
1. The Government Council is authorized to withdraw from the Intercantonal Agreement on Public Procurement (IVöB) of March 15, 2001, if all cantons have acceded to the IVöB of November 15, 2019.
2. The entity responsible for execution, control, and supervision according to Articles 28 paragraph 1 and 45 paragraphs 1-3 of the IVöB is the contracting authority.
3. The authority responsible for the withdrawal or recovery of financial contributions according to Article 45 paragraph 5 of the IVöB is the authority that granted the contributions.
4. The department responsible for compiling the statistics according to Article 50 paragraph 1 of the IVöB is the Department of Construction, Transportation, and Environment.
5. The cantonal supervisory authority according to Article 62 paragraphs 1 and 2 of the IVöB is the Government Council. It is also the competent authority for imposing sanctions on contracting authorities according to Article 45 paragraph 4 of the IVöB.
1. This decree shall enter into force upon the declaration of accession to the IVöB to the Intercantonal Body.
