Decree of the Cantonal Council on the Construction of the New State Archives of the Canton of St. Gallen at the Waldau Site in St. Gallen and on a Cantonal Contribution to the Replacement of the Waldau Study Centre of the OST Eastern Switzerland University of Applied Sciences - Eastern Switzerland University of Applied Sciences

1. The construction project and the budget estimate for the facility costs for the new State Archive of the Canton of St. Gallen at the Waldau location in St. Gallen, amounting to CHF 39,000,000, as well as the Cantonal contribution to the replacement of the Waldau Study Center of the OST - Eastern Swiss University of Applied Sciences amounting to CHF 8,300,000, are approved.

1. To cover the costs, after deducting the expected federal contribution of CHF 3,000,000, a loan of CHF 44,300,000 is granted.

2. The loan portion for the capital costs of the construction project "New State Archive at the Waldau site in St.Gallen" amounting to CHF 36,000,000 will be charged to the investment account and amortized over a period of ten years starting from the year of commencement of use.

3. For the allocation of the cantonal contribution towards the replacement of the Waldau Study Center of the OST - Eastern Switzerland University of Applied Sciences, a special loan of CHF 8,300,000 is granted. This will be charged to the investment account and amortized over a period of five years starting from the year of commencement of use. The government will determine the conditions for the disbursement in an agreement with the OST - Eastern Switzerland University of Applied Sciences.

1. The Cantonal Council makes the final decision regarding supplementary credits for additional costs of the construction project "New State Archive at the Waldau site in St.Gallen," which result from extraordinary, unforeseeable circumstances.

2. The government approves additional costs due to proven inflation or adjustment of the value-added tax.
