His Majesty the King of Prussia agrees to renounce in perpetuity, for himself, his heirs, and successors, the sovereign rights that Article 23 of the Treaty concluded in Vienna on June 9, 1815, grants him over the Principality of Neuchâtel and the County of Valangin.
The State of Neuchâtel, henceforth self-governing, shall continue to be part of the Swiss Confederation in the same manner as the other cantons and in accordance with Article 75 of the aforementioned Treaty.
1. The Swiss Confederation shall bear all costs arising from the events of September 1856. The canton of Neuchâtel shall not be required to contribute to these costs except in the same manner as any other canton and in proportion to its financial contribution.
The expenses that remain the responsibility of the canton of Neuchâtel shall be distributed among all residents based on principles of exact proportionality, so that they cannot, through a special tax or any other means, be imposed exclusively or primarily on a particular class or category of families or individuals.
1. A full and complete amnesty shall be granted for all political or military offenses or infractions related to the recent events, in favor of all Neuchâtel residents, Swiss or Foreigners, and notably in favor of militiamen who evaded the obligation to bear arms by moving abroad.
2. No legal action, whether criminal or civil, for damages can be initiated by the canton of Neuchâtel, nor by any corporation or individual, against those who participated, directly or indirectly, in the events of September.
3. The amnesty must also extend to all political or press offenses committed prior to the events of September.
The income from the properties of the Church, which were incorporated into the State domain in 1848, cannot be diverted from their original purpose.
The capital and income of pious foundations, private institutions for public utility, as well as the fortune bequeathed by the Baron de Pury to the Bourgeoisie of Neuchâtel, shall be religiously respected; they shall be maintained in accordance with the intentions of the founders and the acts that instituted these foundations, and they shall never be diverted from their purpose.
**The present treaty shall be ratified and the ratifications shall be exchanged within a period of twenty-one days or sooner, if possible. The exchange shall take place in Paris.**
In witness whereof, the respective Plenipotentiaries have signed it and affixed their seals of arms.
