§ 4 Act on Administrative Justice (VRG) - Decisions

1. A decision within the meaning of this law (order, appeal decision, administrative court judgment) is issued when an authority subject to this law, acts with sovereign effect for the individual case

a. Establishes, modifies, or revokes rights and obligations of specific persons;

b. Determines the legal relationships of specific persons;

c. Denies requests as referred to in a and b, declines to entertain them, or declares them settled.

2. Decisions also include partial decisions, interim decisions, supplements and explanations, as well as enforcement orders.
