Statutory Text (7 Articles)
The Government establishes and conducts the "Open Country" project with the intention of creating favorable conditions for the social, cultural, and economic future of the population of the canton of Jura.
It ensures the dissemination of information to the population and the involvement of interested parties in the project.
The project aims to significantly enhance the attractiveness of the Canton for individuals and economic activities.
The objective is achieved if the population of the Canton reaches at least 80,000 inhabitants by 2020, with a corresponding increase in the working population and an increase in real income per capita.
The Government establishes a program of attractiveness and adjustment measures designed to achieve the set objective.
The attractiveness measures are aimed at the domiciliation of individuals and the establishment of economic activities within the cantonal territory.
The adjustment measures consist of adapting services, notably those provided by public authorities, to the increase in population.
Measures to enhance attractiveness shall primarily focus on the following areas
a) reducing the permanent emigration of young people from the Jura;
b) decreasing and adjusting the tax burden on individuals and legal entities;
c) improving conditions for welcoming, integrating, and settling individuals, particularly in the areas of housing and quality of life;
d) sustainable development;
e) developing policies related to family, youth, education, and health;
f) enriching social life, culture, leisure, and sports activities;
g) intensifying economic exploration and creating new activities;
h) improving the working conditions framework;
i) aligning supply and demand of employment and promoting quality through vocational training and continuing education;
j) developing communication, access to the Jura, and mobility.
The Government submits the program of measures to Parliament for approval within one year from the date of this decree.
It ensures in particular that the adjustment and attractiveness measures are
a) relevant, meaning they contribute to achieving the set objective;
b) feasible, so that the human, material, legal, and financial issues arising from them receive appropriate solutions;
c) mutually compatible, so that the implementation of some does not hinder the implementation of others.
It takes the necessary steps to ensure that these measures are integrated into the State's sectoral planning, notably the cantonal master plan for land-use planning.
An additional credit of 400,000 francs is granted to the Government for the development of the program of measures.
This amount is chargeable to the Government, under item 101.318.03, with an additional credit of 200,000 francs for the year 2000 and 200,000 francs included in the 2001 budget.
This order comes into force immediately.
