Art. 54 GG · 3. Duty to Cooperate

1. Insofar as important public interests require it, the government may obligate municipalities to collaborate in accordance with Article 52 or to continue such collaboration.

2. If the collaboration requires it, the municipalities shall submit a collaboration agreement within a set deadline. If they cannot reach an agreement, the contract will be drafted and decided upon by the government.

3. The right of municipalities to be heard is guaranteed.

4. The decision of the government is final.
