The Federal Administrative Court (BVerwG) admitted the revision and granted legal aid with the appointment of counsel, allowing the case to proceed on the merits without a final substantive judgment in this decision. The dispute concerned a challenge to the refusal of financial assistance for vocational training abroad, specifically examining whether an individual with permanent residence in Switzerland qualified for support under German law. The ruling is grounded in the provisions governing state educational funding (BAföG § 6(1)), procedural admission for questions of fundamental importance (§ 132(2)(1) VwGO), and the statutory criteria for legal aid (§ 166 VwGO, §§ 114, 119, 121 ZPO).
