The European Commission of Human Rights declared inadmissible a request concerning a dispute over access to a land registry. The applicant argued that the proceedings before the Federal Tribunal violated Article 6 § 1 of the European Convention on Human Rights, which guarantees the right to a fair trial. However, the Commission found that the dispute, which involved a state-maintained registry for public record purposes, did not concern a "civil right" as required for Article 6 § 1 to apply. Therefore, the request was incompatible *ratione materiae* with the Convention.

27 § 2 CEDH.
