§ 16 Constitution of the Canton of Basel-Country, (1984) - Guarantee of Essential Means for Existence and Social Security Everyone has the right to receive aid and assistance in distressing situations, as well as the necessary means to lead a life consistent with human dignity. The canton and municipalities shall particularly protect persons who require assistance due to their age, health condition, or economic and social situation.

Jeder hat Anspruch auf Hilfe und Betreuung in Notlagen und auf die für ein menschenwürdiges Leben erforderlichen Mittel.
Kanton und Gemeinden schützen insbesondere Menschen, die wegen ihres Alters, ihrer Gesundheit sowie ihrer wirtschaftlichen oder sozialen Lage Hilfe brauchen.
