§ 66 Constitution of the Canton of Basel-Stadt, (2005) Municipal communes may request the adoption, amendment, or repeal of constitutional or legislative provisions by decision of the Communal Council or the Communal Assembly. The provisions governing popular votes apply by analogy. The communes must be heard in due time when the Grand Council or the Council of State prepares a normative act or decree that particularly affects them.

Die Einwohnergemeinden können auf Beschluss der Gemeindeversammlung oder des Einwohnerrates das Begehren auf Erlass, Änderung oder Aufhebung von Verfassungs- und Gesetzesbestimmungen stellen. Die Bestimmungen über die Volksabstimmungen gelten dabei sinngemäss.
Die Gemeinden sind bei der Vorbereitung von Erlassen und Beschlüssen des Grossen Rates und des Regierungsrates, die sie in besonderer Weise betreffen, rechtzeitig anzuhören.
