§ 58 Constitution of the Canton of Basel-Stadt, (2005) The existence and territorial and patrimonial integrity of the municipalities are guaranteed. The merger, division, and reorganization of municipalities are subject to the approval of the citizens entitled to vote in the affected municipalities and the State. Any adjustment of the boundary between the municipal communes of Bettingen and Riehen is subject to the approval of the Council of State.

Bestand, Gebiet und Vermögen der Gemeinden sind gewährleistet.
Zusammenschluss, Aufteilung und Neueinteilung von Gemeinden bedürfen der Zustimmung der Stimmberechtigten der betroffenen Gemeinden sowie des Kantons.
Grenzbereinigungen zwischen den Einwohnergemeinden Bettingen und Riehen unterliegen der Genehmigung durch den Regierungsrat.
