§ 51 Constitution of the Canton of Basel-Stadt, (2005) Subject to a popular vote are: a. revisions of the Constitution; b. initiatives presented in the form of a drafted proposal; c. initiatives conceived in general terms that the Grand Council rejects or counteracts with a counterproposal; d. projects drafted by the Grand Council in response to an initiative conceived in general terms; e. international treaties whose content modifies the Constitution; f. modifications of the cantonal territory, with the exception of border rectifications. The Grand Council may decide to submit other matters to the people.
§ 51 2005
Den Stimmberechtigten werden obligatorisch zur Abstimmung unterbreitet: a. Verfassungsrevisionen; b. formulierte Initiativen; c. unformulierte Initiativen, denen der Grosse Rat nicht zustimmt oder denen er einen Gegenvorschlag gegenüberstellt; d. Vorlagen, die der Grosse Rat aufgrund einer unformulierten Initiative ausgearbeitet hat; e. Staatsverträge mit verfassungsänderndem Inhalt; f. Änderungen des Kantonsgebiets, ausgenommen Grenzbereinigungen.
Der Grosse Rat kann durch Beschluss weitere Vorlagen den Stimmberechtigten zur Abstimmung unterbreiten.
