Art. 31
1 Der Ersatzvornahme und der Anwendung unmittelbaren Zwangs-
Zwanges muss eine entsprechende Androhung vorangehen. Dem Pflich- androhung
tigen ist gleichzeitig eine angemessene Frist zur Erfüllung anzusetzen.
2 Die Zwangsandrohung kann mit der zu vollstreckenden Anord-
nung verbunden oder selbstständig erlassen werden. Sie ist nicht durch
Rekurs anfechtbar.
3 In dringlichen Fällen kann von einer Zwangsandrohung abgesehen
werden.
